Mr. Rodolfo Montecinos, Consul General of Chile in Guangzhou, visited the School of International Governance Innovation
On the morning of March 15, 2023, Mr. Rodolfo Montecinos, Consul General of Chile in Guangzhou, paid a visit to the School of International Governance Innovation (SIGI) of Guangdong University of Foreign Studies (GDUFS), and was warmly welcomed by Ms. Xu Yiqing, Deputy Head of the Department of International Exchange and Cooperation, and SIGI teachers and students. Both sides thoroughly discussed and exchanged ideas about China-Chile Economic and Trade Cooperation Forum, cooperation between GDUFS and universities in Chile, and China-Chile cooperation in cultivating professionals on economy and trade, reaching a broad consensus.

At the beginning of the meeting, Ms. Xu Yiqing extended her warm welcome and sincere gratitude to Mr. Montecinos. She said that under the support of Mr. Montecinos, the Consulate General of Chile in Guangzhou proactively conducted exchanges and cooperation with GDUFS and other Chinese universities, accomplishing a series of fruitful results. Looking ahead, the Department of International Exchange and Cooperation hoped that Mr. Montecinos would continue to support the internationalization of GDUFS and advance all-round cooperation between GDUFS and Chile, including talent training, mutual visits and scientific researches, so as to contribute to the collaboration and exchange between China and Chile.

Prof. Zhao Longyue said that Mr. Montecinos is both an experienced diplomat and a senior scholar on international relations. He was very grateful to Mr. Montecinos for his strong support to SIGI’ s research on Sino-Chilean economic and trade cooperation and ocean governance over the years, assistance for SIGI in getting in touch with major Chilean research institutions and reaching cooperation with them, and constructive suggestions on the China-Chile cooperation of training young professionals. Mr. Montecinos was almost ending his term of office in Guangzhou. All the SIGI students and faculty felt it a pity but still looked forward to the further efforts of China-Chile cooperation after his return to Chile.

Mr. Montecinos thanked for SIGI’ s kind invitation, recognized Ms. Xu Yiqing’s opinions on the bilateral relationship and cooperation and future development between China and Chile, and spoke highly of Prof. Zhao Longyue’ s contribution to boosting China-Chile cooperation. Mr. Montecinos said that he had visited China 35 years ago and was glad to witness China’ s rapid development. At the same time, through the cooperation with GDUFS, he has gained more opportunities to closely communicate with Chinese youth. He also emphasized that the Chile Pacific Foundation, one of SIGI’ s partners, is co-founded by the local government, businesses and schools, and dedicates to advancing cooperation between Chile and Asian countries, China in particular. Mr. Montecinos expected further cooperation between GDUFS and Chilean higher education institutions, research institutes and think tanks, bolstering the relations among young talents of both sides, strengthening academic exchanges and pioneering new paths for China-Chile cooperation.

Exploring Innovative Cooperation
Prof. Zhao Longyue said that SIGI has always attached great importance to cooperation with the Latin America. As Chile is a major country in Latin America, SIGI has organized a series of studies on Chilean politics, economy and social life. Prof. Zhao Longyue proposed to hold a forum on the China-Chile Economic, Trade and Investment Cooperation and Sustainable Development in the Post-pandemic Era and to carry out a China-Chile Economic and Trade Talent Training Program, so as to respond to the China-CELAC Joint Action Plan for Cooperation in Key Areas(2022-2024) formulated at the 3rd Ministers’ Meeting of the China-CELAC Forum in 2021.
Mr. Montecinos expressed his approval of the two cooperation plans proposed by Professor Zhao and gave suggestions about the main topics of the forum and suggested that the scope of cooperation between China and other Latin American countries could be broadened and deepened based on friendly relationship between China and Chile.

When sharing his own diplomatic experience with students present, Mr. Rodolfo said that it was a great blessing for diplomats to have the opportunity to deeply understand the country they worked like its own citizens, and to have a more comprehensive and profound understanding of the world. In addition, Chinese and Chilean youth exchanges and the key to China-Chile cooperation in the future were heatedly discussed. Mr. Rodolfo expected that the youth of China and Chile would conduct further exchanges and share experience with each other, so as to give full play to the potential of the youth, and to jointly expand bilateral cooperation.
At the end of the meeting, Prof. Zhao Longyue sincerely invited Mr. Rodolfo to become a member of the Scholarship Committee of the School of International Governance Innovation. Afterwards, Prof. Zhao presented his book Institutional Power: The Reconstruction of International Rules and China’ s Strategy, wishing Mr. Rodolfo a successful return to Chile and looking forward to his further efforts to boost cooperation and exchange between China and Chile.

In the future, the School of International Governance Innovation together with Mr. Rodolfo will strive to proactively bolster all-dimensional, multi-layered and wide-ranging cooperation and exchange between China and Chile, further cooperate with Chilean higher education and research institutions, and continuously optimize the international talent training model, embarking on a new journey of China-Chile cooperation on economy, trade, education and culture, etc., and steer China-Chile cooperation in a more stable,concrete and promising direction.
